Terms of Reference (as agreed by the Executive Committee in September 2017)

Introduction

The ad hoc Panel on Invasive Alien Species was created in 2002. The Panel has met 17 times since its constitution, and invasive alien plants have now been integrated into EPPO’s regular programme on quarantine pests and regulated non-quarantine pests with the elaboration of A1 and A2 lists of invasive alien plants, PRAs, Regulatory Control Measures, etc. In 2012, the Working Party on Phytosanitary Regulations agreed that this Panel should become a permanent Panel and be renamed ‘Panel on Invasive Alien Plants’ to better reflect its focus on invasive alien plants.

 

Scope

The Panel on Invasive Alien Plants considers all horizontal aspects of risk assessment and risk management measures for invasive alien plants in the EPPO region. It also covers diagnostic aspects of invasive alien plants where necessary.

 

Tasks

  • recommending terminology and definitions
  • collecting data on invasive alien plants in the EPPO region
  • collecting information on official control measures existing in the EPPO region for invasive alien plants
  • carrying out pest risk assessment and recommendations for pest risk management of specific invasive alien plants
  • pilot studies on possible recommendations to EPPO members on the suppression and containment of invasive alien plants
  • development of a common approach to weeds as quarantine pests or regulated non-quarantine pests, in relation to invasive alien plants as appropriate
  • overseeing EPPO’s information services on invasive alien plants.
  • carrying out specific additional tasks requested by the Working Party on Phytosanitary Regulations or the EPPO Secretariat;
  • reporting to the Working Party on Phytosanitary Regulations on its activities.

 

Way of Working

  • Experts for the Panel are nominated by member countries (or other approved bodies) and appointed by the Executive Committee.
  • Panel members are selected on the basis of their expertise and serve in an individual capacity.
  • The Panel normally meets annually. In between annual meetings it may meet by teleconference, and may hold e-mail consultations to facilitate rapid decision making.
  • Reports of meetings are circulated ideally within four weeks in draft and participants are given two weeks in which to comment. After that the report is finalized.
  • The Panel submits its draft Standards, advice and recommendations to the Working Party on Phytosanitary Regulations for further consideration, and consults the Working Party in relation to significant issues in diagnostics and quality assurance.
  • The EPPO Secretariat provides the Chair and Secretary for meetings.
