8th Meeting of the EPPO Panel on Phytosanitary Inspections

The 8th meeting of the EPPO Panel on Phytosanitary Inspections was conducted by teleconference.
Current PM 3 Standards under development
Panel reviewed the progress on the development of three new inspection Standards which include a draft Inspection Standard on soil attached to plants, a draft Inspection Standard on fruit flies and a draft Inspection Standard on luggage and passenger controls. All three drafts will be further developed in 2021, with the potential of the draft Standard on fruit flies and the draft Standard on luggage and passenger controls being finalised and sent for country consultation.
Updating existing inspection Standards
The Panel reviewed progress on the revision of 4 inspection Standards:
- PM 3/78 Consignment inspection of seed and grain cereals
- PM 3/76 Standard on trees of Malus, Pyrus, Cydonia, and Prunus spp. - Inspection of places of production
- PM 3/77 Vegetable plants for planting under protected conditions - Inspection of places of production
- PM 3/80 Consignment inspection of seed of Solanum lycopersicum
The Panel agreed that PM 3/78, PM 3/77 and PM 3/80 can be sent for country consultation in 2021. The Panel also discussed updating PM 3/29(1) General export inspection procedure for glasshouse and nursery enterprises to a more general Standard on export procedures and agreed to work on this during 2021.
Development of new inspection Standards
The Panel discussed the development of new PM 3 Standards and agreed to prioritise the development of an inspection Standard on citrus places of production and inspection of sawn and round wood.
Online questionnaire to evaluate the use of PM 3 Inspection Standards
The Panel reviewed the results of the questionnaire on the evaluation and use of EPPO PM 3 Standards. The Panel agreed that although the response rate was low, it was clear from the responses that the EPPO PM 3 Standards are used and the information within them is very useful to NPPOs.
2021 Workshop for Inspectors
The Panel discussed organising a Workshop for inspectors in 2021 and agreed that risk-based sampling and risk-based inspection should be the theme of the workshop.
